2. The duties related to the holding of a competition or to the constitution of a candidate inventory may be performed in whole or in part by an evaluation committee or a resource person. Such a committee or person shall make recommendations in writing.
A person who is a member of an evaluation committee or a resource person shall be selected with respect to his knowledge of the position for which the competition is held or for which the candidate inventory is constituted, his experience in personnel management or selection and his professional competence.
